- English(1) Every person has the right to—
(a) early childhood education;
(b) primary and secondary education; and
(c) further education.
(2) The State must take reasonable measures within its available resources to achieve the progressive realisation of the right—
(a) to free early childhood, primary, secondary and further education; and
(b) to education for persons who were unable to complete their primary and secondary education.

- English(1) Every child is entitled to free primary and secondary education in schools owned or funded by the State.
(2) The right conferred in paragraph (1) does not imply a right to free education at a specific school.
(3) Nothing contained in or done under the authority of any law shall be held to be inconsistent with or in contravention of paragraph (1) to the extent that the law in question makes provision for standards or qualifications, not being standards or qualifications which are discriminatory within the meaning of article 149(2), to be required for admission to a specific school. The right to education and to teaching [enseignement] are guaranteed. The State sees to improve [its] quality permanently.
Public education is gratuitous within the conditions established by the law.
Primary and secondary [moyen] education are obligatory. The State organizes the national system of education.
The State sees to the neutrality of the educational institutions and to the preservation of their educational and scientific vocation in order to protect them from any political or ideological influence.
School constitutes the basis of education for citizenship.
