2. A citizen who is involuntarily without work and has no other means of support, shall have the right to social security, the scope and forms of which shall be specified by statute. The worker has the right to an equitable and sufficient remuneration, that procures, for him and his family, material and spiritual well-being.
Payment of the remuneration and of the social benefits of the worker takes priority over any other obligation of the employer.
