Obligations of the State
- EnglishAny law or part of any law contrary to the fundamental rights or freedoms guaranteed by this Chapter shall be void or void to the extent of such inconsistency. (Art. 63)

- EnglishThe State and the other public organs [organismes] are civilly responsible for the actions or omissions of their agents, committed in the exercise of their public functions or by virtue of these, thereby infringing in whatever manner the rights, the freedoms and the guarantees of those to whom these rights are granted or of third parties [personnes].
