A citizen of the Republic of Uzbekistan and the state shall be bound by mutual rights and duties.
The human rights and freedoms, established by the Constitution and the laws, shall be inalienable, and no one shall have the right to deprive or limit them without a court decision.
The human rights and freedoms shall be directly applicable. The human rights and freedoms shall determine the essence and content of laws, the activities of state and self-government bodies and their officials.

O‘zbekiston Respublikasi fuqarosi va davlat bir-biriga nisbatan o‘zaro huquq va majburiyatlar bilan bog‘liqdir.
Insonning Konstitutsiya va qonunlarda mustahkamlab qo‘yilgan huquq va erkinliklari daxlsizdir hamda ulardan sud qarorisiz mahrum etishga yoki ularni cheklab qo‘yishga hech kim haqli emas.

The Djiboutian People solemnly proclaim their attachment to the principles of Democracy and of the Rights of Man as they are defined by the Universal Declaration of the Rights of Man and by the African Charter of the Rights of Man and of Peoples, of which the provisions form an integral part of this Constitution.
They affirm their determination to establish a State of Law and of Pluralist Democracy guaranteeing the full enjoyment of the individual and collective rights and freedoms as well as the harmonious development of the national community.

Le Peuple Djiboutien proclame solennellement son attachement aux principes de la Démocratie et des Droits de l’Homme tels qu’ils sont définis par la Déclaration Universelle des Droits de l’Homme et par la Charte Africaine des Droits de l’Homme et des Peuples, dont les dispositions font partie intégrante de la présente Constitution.

- English(1) This Chapter3 binds the legislative, executive and judicial branches of government at all levels, and every person performing the functions of any public office.
(2) The State and every person holding public office must respect, protect, promote and fulfil the rights and freedoms recognised in this Chapter.

- English1. The practice of bodies operating on the basis of international human rights treaties, which have been ratified by the Republic of Armenia, shall be taken into account when interpreting the provisions of the Constitution on fundamental rights and freedoms.
