2. Agents of the State and of other public entities shall be criminally and disciplinarily responsible, under the terms of the law, for acts or omissions that result in the violation of rights, liberties and guarantees. 1. Human rights and freedoms are inalienable and belong to everyone from birth. They are recognised as absolute, inalienable and protected by law and by the courts against infringement by anyone.
Human rights and freedoms are among the highest values of the Kyrgyz Republic. They act directly and determine the meaning and content of the activities of all state bodies, local government bodies and their officials.

- EnglishGovernment officials and employees are directly liable under civil and administrative criminal law for acts carried out in violation of rights. In such cases, civil liability extends to the State as well. (Art. 27-1)
