- EnglishThe National Equality Councils are bodies responsible for ensuring the full observance and exercise of the rights enshrined in the Constitution and in international human rights instruments. The Councils shall exercise their attributions for the drafting, cross-cutting application, observance, follow-up and evaluation of public policies involving the issues of gender, ethnic groups, generations, interculturalism, and disabilities and human mobility, in accordance with the law. To achieve their objectives, they shall coordinate with leading and executive entities and with specialized organizations for the protection of rights at all levels of government. (Art. 156)

- EnglishThe Congress of the Republic will appoint a Commission of Human Rights formed by a deputy for each political party represented in the corresponding period. This Commission shall propose to the Congress three candidates for the election of a Procurator, who must meet the requirements of a magistrate of the Supreme Court of Justice and will enjoy the same immunities and privileges as the deputies to Congress. The law will regulate the attributions of the Commission and of the Procurator of Human Rights to which this Article refers. (Art. 273)

The Human Rights Defender shall be an independent official, who shall follow the respect for human rights and freedoms by state and local self-government bodies and officials, as well as by organizations in cases stipulated by the Law on the Human Rights Defender, and shall facilitate the restoration of violated rights and freedoms and the improvement of the normative legal acts related to human rights and freedoms.
2. The Human Rights Defender shall present to the National Assembly an annual communication on his activities and on the situation of protection of human rights and freedoms. The communication may contain recommendations on legislative or other measures.
3. State and local self-government bodies and officials shall be obliged to provide the necessary documents, information, and clarifications to and support the work of the Human Rights Defender in the manner stipulated by law.
4. Other powers of the Human Rights Defender shall be stipulated by the Law on the Human Rights Defender. (Art. 191) - Armenian1. - EnglishThe powers of the Office of the Public Defender, in addition to those established in the Constitution and the law, are the following:
1. To file actions of Unconstitutionality, of Liberty, of Constitutional Protection, of Protection of Privacy, Popular actions, actions for Compliance and the direct appeal of nullity, without the requirement of having a mandate.
2. To present bills and modifications of laws, decrees and non-judicial resolutions in matters of its competence.
3. To investigate, on its own or at the request of a party, the acts or omissions that imply violations of rights, individual and collective, that are established in the Constitution, laws and international instruments, and request that the Public Ministry initiate the corresponding legal actions.
4. To request information from the authorities and public servants with respect to the investigations that the Public Defender is carrying out, to which no objection may be posed.
5. To formulate recommendations, reminders of legal duties, and suggestions for the immediate adoption of corrective measures for all the organs and institutions of the State, and to issue public censure for acts or behavior contrary to these formulations.
6. To have free access to the center of detention and prisons, to which no one may pose an objection.
7. To exercise its functions without interruption of any kind, even in the case of a declaration of a state of emergency.
8. To attend to the persons who request its services promptly and without discrimination.

- English(1) The Human Rights Commission shall promote the observance of and respect for, and protect and investigate violations of the rights recognized by this Constitution and any other law relating to equality of opportunity and treatment (hereinafter referred to as “the rights”).
(2) The Human Rights Commission shall consist of a full time Chairperson and such other members, to be appointed in accordance with this article.
(3) The Chairperson of the Human Rights Commission shall be a person who holds or has held office as a judge of a court having unlimited jurisdiction in civil and criminal matters in some part of the Commonwealth or a court having jurisdiction in appeals from such court or who is qualified to be appointed as any such judge, or any other fit and proper person with expertise or experience in human rights matters, to be appointed by the President from a list, not unacceptable to the President, of six person submitted by the Leader of the Opposition after meaningful consultation with such entities as appear to him or her to have expertise or experience in human rights matters

(b) promote the protection, development and attainment of human rights; and
(c) monitor and assess the observance of human rights in the Republic.

(a) to investigate and to report on the observance of human rights;

- EnglishAny violation of personal freedom, or the sanctity of the private life of citizens, or any other public rights and freedoms which are guaranteed by the Constitution and the Law is a crime. The criminal and civil lawsuit arising of such crime shall not abate by prescription. The affected party shall have the right to bring a direct criminal action.
The State shall guarantee fair compensation for the victims of such violations. The National Council for Human Rights may file a complaint with the Public Prosecution of any violation of these rights, and it may intervene in the civil lawsuit in favor of the affected party at its request. All of the foregoing is to be applied in the manner set forth by Law. The Council assures a mission of surveillance, of early warning and of evaluation in matters of the respect for the Rights of Man.
Without prejudice to the attributions of the judicial power, the Council examines any situations of infringement of the Rights of Man declared or brought to itscognizance, and it engages in any appropriate action. It brings the results of its investigations to the cognizance of the administrative authorities concerned and, asneed be, before the competent jurisdictions.
The Council initiates actions of awareness [sensibilsation], of information and of communication for the promotion of the Rights of Man.
It equally emits opinions, proposals and recommendations relative to the promotion and to the protection of the Rights of Man.
The Council elaborates an annual report that it addresses to the President of the Republic. This report is published by the President of the Council.
The law establishes the composition and the modalities of appointment of the members of the Council as well as the regulations relative to its organization and to its functioning. (Art. 212) - Arabic

Sans préjudice des attributions du pouvoir judiciaire, le Conseil examine toute situation d'atteinte aux Droits de l’Homme constatée ou portée à sa connaissance, et entreprend toute action appropriée. - English(1) Parliament shall by law provide for the establishment of the office of the Parliamentary Commissioner for Administration (Ombudsman) charged with the duty of investigating and reporting upon complaints or allegations of the infringement of fundamental rights and other injustices by public officers and officers of public corporations, local authorities and other like institutions, in accordance with and subject to the provisions of such law.
(2) The Parliamentary Commissioner for Administration (Ombudsman) shall, subject to the approval of the Constitutional Council, be appointed by the President and shall hold office during good behaviour.
