1. To be Panamanian by birth;
2. To fully enjoy one's civil and political rights;
3. To be at least thirty five years of age;
4. Not to have been sentenced to five years in prison or more for a premeditated offense;
5. To have moral integrity and a good reputation;
6. Not to be bound by family ties, within the fourth degree of consanguinity and the second degree of marital relations, to the President of the Republic, any other Cabinet Council member, Justices of the Supreme Court of Justice or a member of the National Assembly. - English1. Everyone may file complaints, for acts or omissions by public authorities, with the Ombudsman who shall receive and investigate them with no powers of decision, submitting to the competent organs any necessary recommendations for preventing and resolving illegalities or injustices.
2. The activity of the Ombudsman shall be independent of the contentious and gracious means foreseen in the Constitution and in the laws.
3. The Ombudsman shall be an independent organ elected by the National Assembly, for the term that the law determines.
4. The Ombudsman shall have the right to the cooperation of all citizens and of all organs and agents of the State and other private or public legal persons, as well as the right to broadcast his recommendations publicly through the media.
5. The law shall regulate the powers of the Ombudsman and the organization of his service. (Art. 21) - Portuguese1. - EnglishThe Office of the Human Rights Ombudsman shall have as its duties the protection and guardianship of the rights of the inhabitants of Ecuador and the defense of the rights of Ecuadorian nationals living abroad. It shall have the following attributions, in addition to those provided for by law:
1. To support, by virtue of its office or at the request of a party, the actions of protection, habeas corpus, access to public information, habeas data, noncompliance, citizen action and complaints for poor quality or improper provision of public or private services.
2. To issue measures of mandatory and immediate compliance for the protection of rights and to request trial and punishment from the competent authority for their violations.
3. To investigate and rule, in the framework of its attributions, on the deeds or omissions of natural persons or legal entities that provide public services.
4. To exercise and promote surveillance of due process of law and to immediately prevent and stop all forms of cruel, inhumane and degrading treatment. - EnglishThe Ombudsman is an independent authority created within the sphere of the National Congress operating with full autonomy and without receiving instructions from any other authority. The mission of the Ombudsman is the defense and protection of human rights and other rights, guarantees and interests sheltered under this Constitution and the laws, in the face of deeds, acts or omissions of the Administration; as well as the control of public administrative functions.
The Ombudsman has capacity to be a party in a lawsuit. He is appointed and removed by Congress with the vote of two-thirds of the members present of each House.

a. To promote the adequate [buen] functioning and expediting [agilización] of the government administration, in matters of Human Rights;
b. To investigate and denounce [the] administrative behavior that is detrimental to the interests of persons;
c. To investigate every type of denunciations that may be brought by any person regarding the violations of Human Rights;
d. To recommend privately or publicly to the functionaries the modification of any administrative behavior objected to;
e. To issue public censure for acts or behavior against the Constitutional rights;
f. To promote actions or recourses, judicial or administrative, in those cases in which they proceed; and
g. The other functions and attributions assigned to him [or her] by the law.
The Procurator of Human Rights, of office[,] or at the instance of a person, will act with due diligence so that, during the regime of exception, the fundamental rights whose application may not have been expressly restrained may be fully guaranteed. (1) The People’s Advocate shall ensure the promotion and protection of human rights and fundamental freedoms.
(2) A person may be appointed as People’s Advocate if he/she enjoys impeccable reputation, has high professional competence and notorious activity related to the defense and promotion of human rights.
(3) The People’s Advocate shall be appointed by the Parliament, with the vote of the majority of the elected Members of Parliament, based on a transparent selection procedure provided by the law, for a nonrenewable term of 7 years. During the term of office, the People’s Advocate shall be independent and impartial. He/she cannot be subject to any imperative or representative mandate.

(1) Avocatul Poporului asigură promovarea și protecția drepturilor și libertăților fundamentale ale omului.
(2) Poate fi numit Avocat al Poporului persoana care se bucură de o reputație ireproșabilă, are înaltă competenţă profesională și activitate notorie în domeniul apărării şi promovării drepturilor omului.
(3) Avocatul Poporului este numit în funcție de către Parlament, cu votul majorităţii deputaţilor aleşi, în baza unei proceduri transparente de selecție, prevăzută de lege, pentru un mandat de 7 ani, care nu poate fi reînnoit. - EnglishEach year, the Ombudswoman or Ombudsman shall report to the Pluri-National Legislative Assembly and to the Institution of Social Control on the situation of human rights in the country and the management of its administration. The Ombudswoman or Ombudsman may be summoned at any moment by the Pluri-National Legislative Assembly or by the Institution of Social Control, in order to provide a report on the exercise of its functions.
