- English1. There is established the Human Rights Commission which shall have offices in the Provinces and progressively in districts.
2. The Human Rights Commission shall ensure that the Bill of Rights is upheld and protected.
3. The Human Rights Commission shall—
a. investigate and report on the observance of rights and freedoms;
b. take necessary steps to secure appropriate redress where rights and freedoms are violated;
c. endeavour to resolve a dispute through negotiation, mediation or conciliation;
d. carry out research on rights and freedoms and related matters;
e. conduct civic education on rights and freedoms; and
f. perform such other functions as prescribed. (Art. 230)

- English1. Everyone may file complaints, for acts or omissions by public authorities, with the Ombudsman who shall receive and investigate them with no powers of decision, submitting to the competent organs any necessary recommendations for preventing and resolving illegalities or injustices.
2. The activity of the Ombudsman shall be independent of the contentious and gracious means foreseen in the Constitution and in the laws.
3. The Ombudsman shall be an independent organ elected by the National Assembly, for the term that the law determines.
4. The Ombudsman shall have the right to the cooperation of all citizens and of all organs and agents of the State and other private or public legal persons, as well as the right to broadcast his recommendations publicly through the media.
5. The law shall regulate the powers of the Ombudsman and the organization of his service. (Art. 21) - Portuguese1. 4. O Provedor de Justiça tem direito à cooperação de todos os cidadãos e de todos os órgãos e agentes do Estado e demais pessoas colectivas públicas ou privadas, bem como o direito de tornar públicas as suas recomendações pela comunicação social.

- EnglishThe Procurator of Human Rights has the following attributions:
a. To promote the adequate [buen] functioning and expediting [agilización] of the government administration, in matters of Human Rights;
b. To investigate and denounce [the] administrative behavior that is detrimental to the interests of persons;
c. To investigate every type of denunciations that may be brought by any person regarding the violations of Human Rights;
d. To recommend privately or publicly to the functionaries the modification of any administrative behavior objected to;
e. To issue public censure for acts or behavior against the Constitutional rights;
f. To promote actions or recourses, judicial or administrative, in those cases in which they proceed; and
g. The other functions and attributions assigned to him [or her] by the law.
The Procurator of Human Rights, of office[,] or at the instance of a person, will act with due diligence so that, during the regime of exception, the fundamental rights whose application may not have been expressly restrained may be fully guaranteed. (2) The members of the Commission shall be appointed by the Head of State, acting with, and in accordance with, the advice of an Ombudsman Appointments Committee consisting of-
(a) the Prime Minister, who shall be Chairman; and
(b) the Chief Justice; and
(c) the Leader of the Opposition; and
(d) the Chairman of the appropriate Permanent Parliamentary Committee, or, if the Chairman is not a member of the Parliament who is recognized by the Parliament as being generally committed to support the Government in the Parliament, the Deputy Chairman of that Committee; and
(e) the Chairman of the Public Services Commission.

1. The Commissioner for Human Rights in the Republic of Kazakhstan shall contribute to the restoration of violated rights and freedoms of a human and a citizen, promote the rights and freedoms of a human and a citizen.
2. When exercising his/her powers, the Commissioner for Human Rights shall be independent and not accountable to state bodies and officials.
3. During the term of his/her powers, the Commissioner for Human Rights may not be arrested, brought to justice, subjected to administrative penalties imposed in court, brought to criminal responsibility without the consent of the Senate, except for cases of detention at the scene of a crime or serious crimes.
4. The legal status and organization of activities of the Commissioner for Human Rights shall be determined by the constitutional law. (Art. 83-1) - Kazak
