The promotion of human rights is a responsibility of the State. This responsibility is particularly exercised by the National Commission for Human Rights. This Commission is independent. (Art. 42)

- EnglishThe National Human Rights Commission consists of seven commissioners appointed by the King upon the advice of the Senate from selected persons.
The selected persons must have knowledge and experience in the protection of rights and liberties of the people, and must be politically impartial with evident integrity.
The National Human Rights Commissioners shall hold office for a term of seven years as from the date of appointment by the King, and shall serve for only one term.
The qualifications, prohibitions, selection, and vacation of office of the National Human Rights Commission shall be in accordance with the Organic Act on National Human Rights Commission. However, the provisions on the selection shall also prescribe for the participation of representatives of private organisations relating to the human rights in the selection. - English(1) Subject to the provisions of this Constitution, Parliament shall, not later than twelve months from the commencement of this Constitution, or so soon thereafter as Parliament may determine, by an Act of Parliament establish the office of Ombudsman.
(2) The Act of Parliament shall define the functions and duties of the Ombudsman, which shall include the investigation of any action taken or omitted to be taken by or on behalf of—
a. any department or Ministry of Government;
b. any statutory corporation or institutions of higher learning or education, set up entirely or partly out of public funds;
c. any member of the Public Service, being an action taken or omitted to be taken in the exercise of the administrative functions of that department, ministry, statutory corporation, institution or person. (Sec. 146)

The organization, prerogatives and attributions of the National Commissioner of Human Rights will be the object of a special law.
