- EnglishThe rights and freedoms of an individual shall be inviolable and inalienable.
No one has the right to restrict the rights and freedoms of individuals, except in accordance with the Constitution and laws.

2 Whoever acts on behalf of the state is bound by fundamental rights and is under a duty to contribute to their implementation.
