Obligations of the State
- English(1) The fundamental rights and freedoms recognized in this Chapter4 shall always be respected in the making and application of the law. Likewise, they must be respected by all individuals and private organisations, as well as by every state institution and state official as they carry out their official functions.
(2) It is the responsibility of the state not only to ensure it does not violate rights through its actions, but also to take reasonable steps to protect the rights of the people from abuse by others.
(3) The rights recognized in this Chapter may be limited only by a law as provided for in Article 38. The State shall be obliged to take all measures available to it to create the internal and international order necessary for full exercise of the rights and freedoms of citizens of the Republic of Belarus provided for in the Constitution.
State bodies, officials and other persons entrusted with the performance of public functions shall, within the limits of their competence, take the measures necessary for the exercise and protection of the rights and freedoms of the individual.
These bodies and individuals are responsible for acts that violate individual rights and freedoms. (Art. 59) - Belarusian
Дзяржава абавязана прымаць усе даступныя ёй меры дзеля стварэння ўнутранага і міжнароднага парадку, неабходнага для поўнага ажыццяўлення правоў і свабод грамадзян Рэспублікі Беларусь, прадугледжаных Канстытуцыяй.

Государство обязано принимать все доступные ему меры для создания внутреннего и международного порядка, необходимого для полного осуществления прав и свобод граждан Республики Беларусь, предусмотренных Конституцией.
Государственные органы, должностные и иные лица, которым доверено исполнение государственных функций, обязаны в пределах своей компетенции принимать необходимые меры для осуществления и защиты прав и свобод личности.
Эти органы и лица несут ответственность за действия, нарушающие права и свободы личности. (Статья 59)

- EnglishI. The rights recognized in this Constitution are inviolable, universal, interdependent, indivisible and progressive. The State has the duty to promote, protect and respect them.
II. The rights declared in this Constitution shall not be understood to deny other rights that are not enumerated.
III. The classification of the rights established in this Constitution does not determine any hierarchy or superiority of some rights over others.
IV. International treaties and conventions ratified by the Pluri-National Legislative Assembly (Asamblea Legislativa), which recognize human rights and prohibit their limitation in States of Emergency, prevail over internal law. The rights and duties consecrated in this Constitution shall be interpreted in accordance with the International Human Rights Treaties ratified by Bolivia. (Art. 13) - SpanishI. Los derechos reconocidos por esta Constitución son inviolables, universales, interdependientes, indivisibles y progresivos. El Estado tiene el deber de promoverlos, protegerlos y respetarlos.

IV. Los tratados y convenios internacionales ratificados por la Asamblea Legislativa Plurinacional, que reconocen los derechos humanos y que prohíben su limitación en los Estados de Excepción prevalecen en el orden interno. - English(1) The political objective of the State shall be to establish a public welfare system of governance, by establishing a just system in all aspects of the national life through the rule of law, values and norms of fundamental rights and human rights, gender equality, proportional inclusion, participation and social justice, while at the same time protecting the life, property, equality and liberties of the people, in keeping with the vitality of freedom, sovereignty, territorial integrity and independence of Nepal, and to consolidate a federal democratic republican system of governance in order to ensure an atmosphere conducive to the enjoyment of the fruits of democracy, while at the same time maintaining the relations between the Federal Units on the basis of cooperative federalism and incorporating the principle of proportional participation in the system of governance on the basis of local autonomy and decentralization.

- English… The completion of this Constitution is the culmination of the people’s struggle on the road to freedom and democracy. It is a real embodiment of achievements, a response to shifts and changes, an evidence of organizing the march of the state towards the future, a regulator of the movement of its institutions and a source of legislation. All of this is attainable through a system of fundamental principles that enshrines independence, sovereignty and the rule of the people based on election, political and party pluralism and the protection of national unity, cultural diversity, public freedoms, human rights, social justice, equality, equal opportunities, citizenship and the rule of law, where the society and the citizen are the objective and purpose for which every national effort is dedicated.
