- English(1) The national values and principles of governance in this Article bind all State organs, State officers, public officers and all persons whenever any of them—
(a) applies or interprets this Constitution;
(b) enacts, applies or interprets any law; or
(c) makes or implements public policy decisions.
(2) The national values and principles of governance include—

The State shall be obliged to take all measures available to it to create the internal and international order necessary for full exercise of the rights and freedoms of citizens of the Republic of Belarus provided for in the Constitution.
State bodies, officials and other persons entrusted with the performance of public functions shall, within the limits of their competence, take the measures necessary for the exercise and protection of the rights and freedoms of the individual.
These bodies and individuals are responsible for acts that violate individual rights and freedoms. (Art. 59) - Belarusian
Дзяржава абавязана прымаць усе даступныя ёй меры дзеля стварэння ўнутранага і міжнароднага парадку, неабходнага для поўнага ажыццяўлення правоў і свабод грамадзян Рэспублікі Беларусь, прадугледжаных Канстытуцыяй.

Государство обязано принимать все доступные ему меры для создания внутреннего и международного порядка, необходимого для полного осуществления прав и свобод граждан Республики Беларусь, предусмотренных Конституцией.
Государственные органы, должностные и иные лица, которым доверено исполнение государственных функций, обязаны в пределах своей компетенции принимать необходимые меры для осуществления и защиты прав и свобод личности.

- English(1) The political objective of the State shall be to establish a public welfare system of governance, by establishing a just system in all aspects of the national life through the rule of law, values and norms of fundamental rights and human rights, gender equality, proportional inclusion, participation and social justice, while at the same time protecting the life, property, equality and liberties of the people, in keeping with the vitality of freedom, sovereignty, territorial integrity and independence of Nepal, and to consolidate a federal democratic republican system of governance in order to ensure an atmosphere conducive to the enjoyment of the fruits of democracy, while at the same time maintaining the relations between the Federal Units on the basis of cooperative federalism and incorporating the principle of proportional participation in the system of governance on the basis of local autonomy and decentralization.

It is a real embodiment of achievements, a response to shifts and changes, an evidence of organizing the march of the state towards the future, a regulator of the movement of its institutions and a source of legislation. All of this is attainable through a system of fundamental principles that enshrines independence, sovereignty and the rule of the people based on election, political and party pluralism and the protection of national unity, cultural diversity, public freedoms, human rights, social justice, equality, equal opportunities, citizenship and the rule of law, where the society and the citizen are the objective and purpose for which every national effort is dedicated.
