A citizen of the Republic of Uzbekistan and the state shall be bound by mutual rights and duties.
The human rights and freedoms, established by the Constitution and the laws, shall be inalienable, and no one shall have the right to deprive or limit them without a court decision.
The human rights and freedoms shall be directly applicable. The human rights and freedoms shall determine the essence and content of laws, the activities of state and self-government bodies and their officials.

It is the source of government legitimacy and the basis for the protection of the rights, freedoms and dignity of citizens and of just administration.…

- EnglishI. The supreme objective of the State shall be to ensure human rights and civil liberties and an adequate standard of living for the citizens of Azerbaijan.
II. The human rights and civil liberties enumerated in this Constitution shall be implemented in accordance with the international agreements to which the Republic of Azerbaijan is a party. - EnglishHuman and citizens’ rights and freedoms affirmed by this Constitution are not exhaustive.
Constitutional rights and freedoms are guaranteed and shall not be abolished.
The content and scope of existing rights and freedoms shall not be diminished by an adoption of new laws or by introducing amendments to the effective laws. (Art. 22) - UkrainianПрава і свободи людини і громадянина, закріплені цією Конституцією, не є вичерпними.

- EnglishThe object of this Constitution is to facilitate the building of the United Republic as a nation of equal and free individuals enjoying freedom, justice, fraternity and concord, through the pursuit of the policy of Socialism and Self Reliance which emphasizes the application of socialist principles while taking into account the conditions prevailing in the United Republic.
