Any limitation of the exercise of the public freedoms must be specified by the law and respect their essential content. Within respect for the principle of proportionality, limitations can only be made if they are necessary in a democratic society and effectively meet objectives of general interest or the need to protect the rights and freedoms of others. (Art. 37)

- English(1) The fundamental civil rights shall be irrevocable.
(2) Rights shall not be abused, nor shall they be exercised to the detriment of the rights or the legitimate interests of others.
(3) Following a proclamation of war, martial law or a state of emergency the exercise of individual civil rights may be temporarily curtailed by law, except for the rights established by Art. 28, Art. 29, Art. 31 paras 1, 2 and 3, Art. 32 para 1, and Art. 37.
