Any limitation of the exercise of the public freedoms must be specified by the law and respect their essential content. Within respect for the principle of proportionality, limitations can only be made if they are necessary in a democratic society and effectively meet objectives of general interest or the need to protect the rights and freedoms of others. None of the provisions of the present Constitution may be interpreted in a way detrimental to the rights and interests of the Republic of Uzbekistan and the basic principles and norms stipulated in section one of this Constitution.
Laws and other normative legal acts of the Republic of Uzbekistan shall be adopted on the basis of and in fulfillment of the Constitution of the Republic of Uzbekistan. None of the laws or other normative legal acts may run counter to the norms and principles of the Constitution. (Art. 16) - Uzbek

- English(1) Without prejudice to the power of Parliament to make provision in any situation or the provisions of section 38, nothing contained in or done under the authority of a law shall be held to be inconsistent with or in contravention of any provision of this Chapter to the extent that the law authorises the taking, during any period of public emergency, of measures that are reasonably justifiable for dealing with the situation that exists during that period.
(2) A law that is passed during a period of public emergency and is expressly declared to have effect only during that period shall have effect in terms provided in the section of this Chapter under which that law is passed. (Sec. 37)

During the period in which the state of siege decreed under article 137, I, is in force, only the following measures may be taken against persons:
I – obligation to remain at a specific place;
II – detention in a building not intended for persons accused of or convicted for common crimes;
III – restrictions regarding the inviolability of correspondence, the secrecy of communications, the rendering of information and the freedom of press, radio broadcasting and television, as established by law;
IV – suspension of freedom of assembly;
V – home search and seizure;
VI – intervention in public utility companies;
VII – requisitioning of property.
