Any limitation of the exercise of the public freedoms must be specified by the law and respect their essential content. Within respect for the principle of proportionality, limitations can only be made if they are necessary in a democratic society and effectively meet objectives of general interest or the need to protect the rights and freedoms of others. None of the provisions of the present Constitution may be interpreted in a way detrimental to the rights and interests of the Republic of Uzbekistan and the basic principles and norms stipulated in section one of this Constitution.
Laws and other normative legal acts of the Republic of Uzbekistan shall be adopted on the basis of and in fulfillment of the Constitution of the Republic of Uzbekistan. None of the laws or other normative legal acts may run counter to the norms and principles of the Constitution. (Art. 16) - Uzbek

- EnglishThe rights, the freedoms and the guarantees may not be made the object of suspension except in case of declaration of the state of siege or of the state of urgency, in accordance with the provisions of the Constitution. (Art. 19)

- EnglishIn case of war, danger of war, state of siege or state of emergency or for reasons of state security, public order and good morals, the rights mentioned in the Constitution may be submitted to limitations by law, which will be in force during a certain time, depending on the circumstances, in compliance with the international rules applicable in respect thereof. (2) Rights shall not be abused, nor shall they be exercised to the detriment of the rights or the legitimate interests of others.
(3) Following a proclamation of war, martial law or a state of emergency the exercise of individual civil rights may be temporarily curtailed by law, except for the rights established by Art. 28, Art. 29, Art. 31 paras 1, 2 and 3, Art. 32 para 1, and Art. 37.
