The State has the obligation and responsibility of ensuring the efficacy of this right, creating a universal and complete Social Security system, with joint, unitary, efficient and participatory financing from direct and indirect contributions. - EnglishThe children born in or out of matrimony and the adopted [ones], have equal rights before their parents. [It] is the obligation of these to give their children protection, assistance, education and security.
