In all the functions of the Sovereign Power established in this Constitution, appointments may not be made to fall to persons who have [a] close relation with the authority that makes the appointment and, as the case may be, with the person from whom this authority has emanated. For the appointments of principal functionaries, the prohibition will govern to the fourth grade of consanguinity and second of affinity. The law will regulate this matter.
This prohibition does not include the case of appointments that correspond to the compliance with the Law of Civil Service and of the Administrative Career, Law of the Teaching [Docente] Career, of [the] Judicial Career, of the Career of the - 29 Foreign Service, Law of Sanitary Career, Law of Municipal Career and other similar laws that may be adopted [dictaren]. En todas las funciones del Poder Soberano establecidas en esta Constitución, no se podrán hacer recaer nombramientos en personas que tengan parentesco cercano con la autoridad que hace el nombramiento y, en su caso, con la persona de donde hubiere emanado esta autoridad. Para los nombramientos de los funcionarios principales, regirá la prohibición del cuarto grado de consanguinidad y segundo de afinidad. La ley regulará esta materia.
Esta prohibición no comprende el caso de los nombramientos que correspondan al cumplimiento de la Ley del Servicio Civil y de la Carrera Administrativa, Ley de Carrera Docente, de Carrera Judicial, de Carrera del Servicio Exterior, Ley de Carrera Sanitaria, Ley de Carrera Municipal y demás leyes similares que se dictaren.
