- English(1) A person is entitled to be registered in the register of parliamentary electors for any constituency or part of a constituency if on the relevant date he—
(a) is resident in the constituency or that part of it;
(b) is not subject to any legal incapacity to vote (age apart);
(c) is either a qualifying Commonwealth citizen or a citizen of the Republic of Ireland; and
(d) is of voting age.

- EnglishAll citizens have the right to participate freely in public affairs, either directly or through their elected representatives.
The participation of the people in forming, carrying out and controlling the management of public affairs is the necessary way of achieving the involvement to ensure their complete development, both individual and collective. It is the obligation of the State and the duty of society to facilitate the generation of optimum conditions for putting this into practice. Citizens of the Republic of Belarus shall have the right to participate in public affairs both directly and through freely elected representatives.
