2) All Liechtenstein citizens who have completed their 18th year, have their normal residence in Liechtenstein, and whose right to vote has not been suspended shall be entitled to all political rights in national matters. Suffrage is universal, equal and secret. It can be direct or indirect, within the conditions provided for by the Constitution or by the law.
