- EnglishSovereignty belongs to the people who exercise it by their representatives or by way [voie] of referendum. No section of the people nor any individual may arrogate its exercise.
Suffrage may be direct or indirect within the conditions provided for by the Constitution and the law. It is always universal, equal and secret.

The State works for the realization of parity between men and women.
An Authority for parity and the struggle against all forms of discrimination is created, to this effect. - English(1) All citizens shall have the right to participate in peaceful political activity intended to influence the composition and policies of Government. All citizens shall have the right to form and join political parties and, subject to such qualifications prescribed by law as are necessary in a democratic society, to participate in the conduct of public affairs, whether directly or through freely chosen representatives.
