2. Subject to the provisions of subsections (3) and (4), every person who—
a. is a citizen of Lesotho; and
b. has attained the age of twenty-one years; and

All the citizens of the Republic, of majority of both sexes, enjoying their civil and political rights, are electors.

These lists must have a multi-ethnic character and take into account the equilibrium between men and women.
