The participation of the people in forming, carrying out and controlling the management of public affairs is the necessary way of achieving the involvement to ensure their complete development, both individual and collective. It is the obligation of the State and the duty of society to facilitate the generation of optimum conditions for putting this into practice. - EnglishThe persons in possession of political rights have the right to equal, direct, secret and publicly scrutinized universal suffrage, in conformity with the following provisions:
1. Voting shall be mandatory for persons over eighteen years of age. Detained persons who have not been convicted and sentenced shall exercise their right to vote.
2. Voting shall be optional for persons between sixteen and eighteen years of age, elderly persons over sixty-five years of age, Ecuadorians who live abroad, members of the Armed Forces and National Police Force, and persons with disabilities. (Art. 62) - SpanishLas personas en goce de derechos políticos tienen derecho al voto universal, igual, directo, secreto y escrutado públicamente, de conformidad con las siguientes disposiciones:
1. El voto será obligatorio para las personas mayores de dieciocho años. Ejercerán su derecho al voto las personas privadas de libertad sin sentencia condenatoria ejecutoriada.
2. El voto será facultativo para las personas entre dieciséis y dieciocho años de edad, las mayores de sesenta y cinco años, las ecuatorianas y ecuatorianos que habitan en el exterior, los integrantes de las Fuerzas Armadas y Policía Nacional, y las personas con discapacidad. (Art. 62)
