- EnglishI. All citizens have the right to participate freely in the formation, exercise and control of political power, directly or through their representatives, individually or collectively. Participation shall be equitable and under equal conditions for men and women.
II. The right to participate includes:
1. Organization for purposes of political participation, in accordance with the Constitution and the law.
2. The right to suffrage, by equal, universal, direct, individual, secret, free and obligatory vote, which is publicly counted.3
3. Where communitarian democracy is practiced, the electoral processes shall be exercised according to their own norms and procedures, and shall supervised by the Electoral Organ (Organo Electoral) only if the electoral act is not subject to equal, universal, direct, secret, free and obligatory vote.
