- English(1) The Senate shall consist of thirteen members (in this Constitution referred to as "Senators") who shall be appointed by the Governor-General in accordance with this section.
(2) Of the Senators-
(a) seven shall be appointed by the Governor-General, acting in accordance with the advice of the Prime Minister;
(b) three shall be appointed by the Governor-General, acting in accordance with the advice of the Leader of the Opposition; and
(c) three shall be appointed by the Governor-General, acting in accordance with the advice of the Prime Minister after the Prime Minister has consulted the organisations or interests which the Prime Minister considers the Senators should be selected to represent. (Sec. 24)

Each one of the Departments of the Republic, constitutes an electoral district. The Municipality of Guatemala forms the central district and the other Municipalities of the department of Guatemala constitute the district of Guatemala. For each electoral district a minimum of one deputy must be elected. The law establishes the number of deputies that correspond to each district according to its population. A number equivalent to twenty-five percent of the district deputies shall be directly elected as deputies by [the process of] national list.
