- English(1) The Senate shall consist of thirty-one members (in this Constitution referred to as “Senators”) who shall be appointed by the President in accordance with this section.
(2) Of the thirty-one Senators—
(a) sixteen shall be appointed by the President acting in accordance with the advice of the Prime Minister;
(b) six shall be appointed by the President acting in accordance with the advice of the Leader of the Opposition and;
(c) nine shall be appointed by the President in his discretion from outstanding persons from economic or social or community organisations and other major fields of endeavour. (Sec. 40)

1. To be Panamanian by birth, or through naturalization, and to have resided for fifteen years in the country after naturalization;
2. To be a citizen in the exercise of his/her legal rights;
3. To be at least twenty one years of age at the time of election;
4. Not to have been sentenced for premeditated offense to five years or more in prison by enforceable decision of a court of law;
5. To be a resident of the respective constituency for at least one (1) year before being nominated for office. (Art. 153) - SpanishPara ser Diputado se requiere:
1. Ser panameño por nacimiento, o por naturalización con quince años de residencia en el país después de haber obtenido la nacionalización.
2. Ser ciudadano en ejercicio.
3. Haber cumplido por lo menos veintiún años de edad a la fecha de la elección.
4. No haber sido condenado por delito doloso con pena privativa de la libertad de cinco años o más, mediante sentencia ejecutoriada, proferida por un tribunal de justicia.
5. Ser residente del circuito electoral correspondiente, por lo menos un año inmediatamente anterior a la postulación. (Art. 153)
