- EnglishNo person shall be qualified to be an elector at an election of the President, or of the Members of Parliament or to vote at any Referendum, if he is subject to any of the following disqualifications, namely –
(a) if he is not a citizen of Sri Lanka;
(b) if he has not attained the age of eighteen years on the qualifying date specified by law under the provisions of Article 101;
(c) if he is under any law in force in Sri Lanka found or declared to be of unsound mind;

- EnglishAll citizens have the right to participate freely in public affairs, either directly or through their elected representatives.
The participation of the people in forming, carrying out and controlling the management of public affairs is the necessary way of achieving the involvement to ensure their complete development, both individual and collective. It is the obligation of the State and the duty of society to facilitate the generation of optimum conditions for putting this into practice. La participación del pueblo en la formación, ejecución y control de la gestión pública es el medio necesario para lograr el protagonismo que garantice su completo desarrollo, tanto individual como colectivo.
