- EnglishSubject to such disqualifications as Parliament may prescribe, a person shall be qualified to vote at an election of members to serve in the House of Representatives if, and shall not be qualified to vote at such an election unless, he—
(a) is a Commonwealth citizen (within the meaning of section 18) of the age of eighteen years or upwards; and

- EnglishIn as much as it is not contrary to the Constitution, the citizens may organize themselves along political, professional and union lines. They have the right to form associations in scientific, cultural, social and national unions in a way that serves the goals of the Constitution. - EnglishLibyans shall be equal before the law. They shall enjoy equal civil and political rights, shall have the same opportunities, and be subject to the same public duties and obligations, without discrimination due to religion, sect, language, wealth, sex, kinship, political opinions, social status, and tribal, provincial or familial affiliation.
The isolation of some persons and banning them from sovereign offices and leadership posts in the State's higher departments for a temporary period of time pursuant to a law issued to such effect, and which does not prejudice the right of the persons concerned to appeal, shall not be deemed a violation of the provisions of this declaration.
