Through these circumscriptions four (4) Representatives will be elected, so distributed: two (2) by the circumscription of the communities of afro-descent, one (1) by the circumscription of the indigenous communities, and one (1) by the international circumscription. In the latter, only the votes cast [depositados] outside of the national territory by citizens resident abroad will be counted.
PARAGRAPH 1. From 2014, the basis for the allocation of the additional seats will be adjusted in the same proportion of increase [as] the growth of the national population, in accord with what the census determines. It will correspond to the electoral organization to adjust the figure for the allocation of seats.
