National sovereignty resides in the People who exercise it through democratic instruments[,] deciding and participating freely in the construction and perfecting of the economic, political, cultural and social system of the nation. The people exercise the sovereign power through their representatives freely elected by universal, equal, direct and secret suffrage, barring any other individual or group of persons from arrogating this representation. It may be also exercised directly by means of the referendum and of the plebiscite. In the same way, it will be able to [podrd] exercise it through other direct mechanisms, such as the participative budgets, the citizen initiatives, the territorial Councils, the territorial and communal assemblies of the indigenous and Afro-descendant Peoples, the sectoral Councils, and other procedures [procedimientos] that this Constitution and the laws establish. La soberanía nacional reside en el pueblo y la ejerce a través de instrumentos democráticos decidiendo y participando libremente en la construcción y perfeccionamiento del sistema económico, político, cultural y social de la nación. El poder soberano lo ejerce el pueblo por medio de sus representantes libremente elegidos por sufragio universal, igual, directo y secreto, sin que ninguna otra persona o reunión de personas pueda arrogarse esta representación. También lo puede ejercer de forma directa a través del referéndum y el plebiscito. - EnglishParticipation and involvement of people in the exercise of their sovereignty in political affairs can be manifested by: voting to fill public offices, referendum, consultation of public opinion, mandate revocation, legislative, constitutional and constituent initiative, open forums and meetings of citizens whose decisions shall be binding among others; and in social and economic affairs: citizen service organs, self-management, co-management, cooperatives in all forms, including those of a financial nature, savings funds, community enterprises, and other forms of association guided by the values of mutual cooperation and solidarity.
The law shall establish conditions for the effective, functioning of the means of participation provided for under the present article. - EnglishThe Republic of Djibouti as composed of the entirety of the persons that it recognizes as members and who have accepted the duties, without distinction of language, of race, of sex or of religion.
The national sovereignty belongs to the Djiboutian people who exercise it through their representatives or by way of referendum. No fraction of the people nor any individual may arrogate the exercise of it.
No one may be arbitrarily deprived of the status of member of the national community. (Art. 3) - Arabicتتألف جمهورية جيبوتي من مجموعة الأشخاص الذين تعترف بهم كأعضاء والذين قبلوا بالواجبات دون التمييز في اللغة أو العنصر أو الجنس أو الدين.
وتعود السيادة الوطنية للشعب الجيبوتي الذي يمارسها من خلال ممثلين أو عن طريق الاستفتاء. لا يجوز لأي جزء من الشعب أو أي فرد الادعاء لنفسه بممارستها.
لا يجوز حرمان أحد تعسفياً من حالة كونه عضواً في المجتمع الوطني. (المادة 3) - FrenchLa République de Djibouti est composée de l'ensemble des personnes qu'elle reconnaît comme membres et qui en acceptent les devoirs, sans distinction de langue, de race, de sexe ou de religion.
La souveraineté nationale appartient au peuple djiboutien qui l'exerce par ses représentants ou par la voie du référendum. Aucune fraction du peuple ni aucun individu ne peut s'en attribuer l'exercice.
