- English(1) Every citizen has the right to take part in public affairs. This right includes:
(a) The right to form political parties and to participate in the activities of political parties; and
(b) The right to be elected for any position within a political party.
(2) Every citizen who fulfills the criteria stated in the law has the right to elect and to be elected.

The participation of the people in forming, carrying out and controlling the management of public affairs is the necessary way of achieving the involvement to ensure their complete development, both individual and collective. It is the obligation of the State and the duty of society to facilitate the generation of optimum conditions for putting this into practice. - English(1) Every citizen who—
(a) has attained the age of eighteen years on the qualifying date;
(b) is resident in a constituency on such qualifying date or, if not so resident, is an absent voter; and
(c) is, under the provisions of any law relating to elections, registered in the electoral roll as an elector in the constituency in which he resides on the qualifying date,
is entitled to vote in that constituency in any election to the House of Representatives or the Legislative Assembly unless he is disqualified under Clause (3) or under any law relating to offences committed in connection with elections; but no person shall in the same election vote in more than one constituency.
