I. Only Mexicans by birth or naturalization and Mexican companies have the right to acquire ownership of the lands, waters, and their appendages [accesiones], or to obtain concessions for the exploitation of mines or waters.

VII. The juridical personality of the nuclei [núcleos] of ejido and communal population is recognized[,] and their ownership concerning the land used for human settlement as well as for productive activities is protected.

Within the same nucleus of population, no ejidatario may be a title holder of more land than that equivalent to 5% of the total of the ejido lands. In any case, the titling of lands in favor of a single ejidatario must be adjusted to the limits specified in fraction XV.

En caso de enajenación de parcelas se respetará el derecho de preferencia que prevea la ley.
Dentro de un mismo núcleo de población, ningún ejidatario podrá ser titular de más tierra que la equivalente al 5% del total de las tierras ejidales. En todo caso, la titularidad de tierras en favor de un solo ejidatario deberá ajustarse a los límites señalados en la fracción XV.

(1) Natural resources, in particular arable land, forests and the reserves of water; biodiversity, in particular native plant and animal species; and cultural artefacts, shall form the common heritage of the nation, it shall be the obligation of the State and everyone to protect and maintain them, and to preserve them for future generations.
(2) The limits and conditions for acquisition of ownership and for use of arable land and forests that are necessary for achieving the objectives referred to in paragraph (1), as well as the rules concerning the organisation of integrated agricultural production and concerning family farms and other agricultural holdings, shall be laid down in a cardinal Act. - English1. The regulation of land tenure, usage and exercise of rights thereon shall be governed by this Constitution and the law.
2. Without prejudice to sub-Article (4) below, the land tenure system in South Sudan shall consist of:
a. public land;
b. community land; and
c. private land.

5. Community land shall include all lands traditionally and historically held or used by local communities or their members. They shall be defined, held, managed and protected by law.
6. Private land shall include:
a. registered land held by any person under leasehold tenure in accordance with the law;
b. investment land acquired under lease from the Government or community for purposes of social and economic development in accordance with the law; and
c. any other land designated as private land by law.
7. Rights in land and resources owned, held or otherwise acquired by the Government shall be exercised through the appropriate or designated level of government which shall recognize customary land rights under customary land law.
8. All levels of government shall institute a process to progressively develop and amend the relevant laws to incorporate customary rights and practices and local heritage.
9. Communities and persons enjoying rights in land shall be consulted in decisions that may affect their rights in lands and resources.
10. Communities and persons enjoying rights in land shall be entitled to prompt and equitable compensation on just terms arising from acquisition or development of land in their areas in the public interest. (Art. 171)
