1. Persons with disabilities exercise the rights provided for in this Title under conditions of real and effective freedom and equality. The special protection necessary to exercise the rights shall be governed by law.
2. The public authorities shall advance policies to ensure full individual autonomy and social inclusion of persons with disabilities, in environments with accessibility for all, and shall also promote the participation of its organisations, in such terms as the law provides.
