- EnglishIt shall be a fundamental responsibility of the State to attain, through planned economic growth, a constant increase of productive forces and a steady improvement in the material and cultural standard of living of the people, with a view to securing to its citizens –
(a) the provision of the basic necessities of life, including food, clothing, shelter, education and medical care;

- English(1) The State must take reasonable measures within its available resources to achieve the progressive realisation of the right of every person to social security schemes, whether private or public, for their support in times of need, including the right to such support from public resources if they are unable to support themselves and their dependents.
(2) In applying any right under this section, if the State claims that it does not have the resources to implement the right, it is the responsibility of the State to show that the resources are not available. - English1. The law to be applied with respect to any pensions benefits that were granted to any person before 12 March 1968 shall be the law that was in force at the date on which those benefits were granted or any law in force at a later date that is not less favourable to that person.

- EnglishThe State should strengthen the family unit which is an important basic element of society, provide an appropriate accommodation, promote and develop the enhancement of health in order to enable people to have good health and strong mind, as well as promote and develop excellence in sports and to maximise the benefit for the people.
The State should promote and develop human resources to be good citizens with higher quality and abilities.
The State should provide assistance to children, youth, women, the elderly, persons with disabilities, indigent persons and underprivileged persons to be able to have a quality living, and shall protect such persons from violence or unfair treatment, as well as provide treatment, rehabilitation and remedies to such injured persons.
In allocating the budget, the State shall take into account the different necessities and needs with respect to genders, ages and conditions of persons to ensure fairness. รัฐพึงให้ความช่วยเหลือเด็ก เยาวชน สตรี ผู้สูงอายุ คนพิการ ผู้ยากไร้ และผู้ด้อยโอกาส ให้สามารถดํารงชีวิตได้อย่างมีคุณภาพ และคุ้มครองป้องกันมิให้บุคคลดังกล่าวถูกใช้ความรุนแรงหรือปฏิบัติอย่างไม่เป็นธรรม รวมตลอดทั้งให้การบําบัด ฟื้นฟูและเยียวยาผู้ถูกกระทําการดังกล่าว
ในการจัดสรรงบประมาณ รัฐพึงคํานึงถึงความจําเป็นและความต้องการที่แตกต่างกันของเพศ วัย และสภาพของบุคคล ทั้งนี้ เพื่อความเป็นธรรม (มาตรา ๗๑)

2. Free maternal healthcare services.
