(2) The obligations imposed by this Constitution are binding on every person, natural or juristic, including the State and all executive, legislative and judicial institutions and agencies of government at every level, and must be fulfilled by them. (Sec. 2)

The international commitments, provided for in Articles 106 to 108 below must be deferred, before their ratification, to the Constitutional Court, either by the President of the Republic or by the Prime Minister, or by the President of the National Assembly, or one-tenth (1/10) of the Deputies, or by the President of the Senate or one-tenth (1/10) of the Senators. The Constitutional Court verifies, within a time period of one (1) month, if these commitments contain a clause contrary to the Constitution. However, at the demand of the Government, if there is urgency, this time period is reduced to eight (8) days.
In the affirmative, these commitments may not be ratified. (Art. 87)10 - French
Les engagements internationaux, prévus aux articles 113 à 115 ci-après doivent être déférés, avant leur ratification, à la Cour constitutionnelle, soit par le président de la République, soit par le Premier ministre, soit par le président de l'Assemblée nationale, ou par un dixième des députés, soit par le Président du Sénat ou un dixième (1/10e) des sénateurs.

- EnglishExcept in so far as they are inconsistent with this Constitution, all Acts of Parliament, common law and customary law in force on the appointed day shall continue to have force of law, as if they had been made in accordance with and in pursuance of this Constitution:
