Status of the Constitution
- EnglishThe Constitution proclaimed by Decree No. 6, of the date of 8 January of 1962, published in the Diario Oficial, No. 110, Vol. 194, dated the 16th of the same month and year, adopted by Constituent Decree No. 3, of the 26th of April of 1982, published in the Diario Oficial, No. 75, Vol. 275, of the same date, its regime of exceptions, as well as all those provisions which are found in conflict with any precept of this Constitution, are abrogated [derógarse]. - EnglishIn the United Mexican States all persons will enjoy the human rights recognized in this Constitution and in the treaties to which the Mexican State is a party, as well as the guarantees for their protection, of which [the] exercise may not be restricted or suspended, except in the cases and under the conditions that this Constitution establishes.
The norms concerning human rights will be interpreted in accordance with this Constitution and with the international treaties of the matter[,] favoring at all times to persons the greatest possible [más amplia] protection.

- EnglishThe treaties, pacts and conventions relating human rights which have been executed and ratified by Venezuela have a constitutional rank, and prevail over internal legislation, insofar as they contain provisions concerning the enjoyment and exercise of such rights that are more favorable than those established by this Constitution and the laws of the Republic, and shall be immediately and directly applied by the courts and other organs of the Public Power. - EnglishThe Constitution will not lose its force and effect, even when its observance is interrupted by any rebellion. In case that by any public disorder [tastorno], a government contrary to the principles that it sanctions is established, as soon as the people recover their liberty, its observance will be reestablished, and in accordance with it and the laws that have been adopted [expedido] by virtue of it, those who have figured in the government emanating from the rebellion, as well as those who have cooperated with it, will be tried [juzgados]. (Art. 136)
- SpanishEsta Constitución no perderá su fuerza y vigor, aun cuando por alguna rebelión se interrumpa su observancia. En caso de que por cualquier trastorno público, se establezca un gobierno contrario a los principios que ella sanciona, tan luego como el pueblo recobre su libertad, se restablecerá su observancia, y con arreglo a ella y a las leyes que en su virtud se hubieren expedido, serán juzgados, así los que hubieren figurado en el gobierno emanado de la rebelión, como los que hubieren cooperado a ésta.
