Status of the Constitution
- English1. Norms that contravene the provisions of the Constitution or the principles enshrined therein are unconstitutional.
2. On condition that the norms in question are applied in the legal order of the other party, the organic or formal unconstitutionality of properly ratified international treaties does not prevent the application of the norms they contain in the Portuguese legal order, save if that unconstitutionality results from the breach of a fundamental provision of the Constitution. - EnglishThis Constitution shall come into force on the day of publication of its official text in the Official State Gazette (Boletín Oficial del Estado). It shall also be published in the other languages of Spain.

The State commits to respecting the Constitution, the Rights of Man and the public freedoms. It sees to making them known and diffuses them among the population.
The State takes the necessary measures to integrate the Constitution, the Rights of Man and the public freedoms in the school and university programs of teaching as well as in the training of the forces of defense and of security, and of the agents of the Administration. (Art. 28) - French
