Status of the Constitution

2. The state is subject to the Constitution and is based on democratic legality.
3. The validity of laws and other acts of the state, the autonomous regions, local government and any other public entities is dependent on their conformity with the Constitution. When the Constitutional Court judges that a treaty, accord or convention is unconstitutional, its ratification may not take place.
When the Constitutional Court judges that a law is unconstitutional, this may not be promulgated.
When a provision of an ordinance or of a regulation is judged unconstitutional, this loses all effect, counting from the day of the decision of the Court.
When the Constitutional Court judges that a legislative or regulatory provision is unconstitutional on the basis of Article 195 above, it loses all effect, counting from the day established by the decision of the Court.
