1. The current law in the Republic of Kazakhstan is the norms of the Constitution, laws corresponding to it, other regulatory legal acts, international treaty and other obligations of the Republic, as well as regulatory resolutions of the Constitutional Court and the Supreme Court of the Republic.
2. The Constitution shall have the highest juridical force and direct effect on the entire territory of the Republic.

The laws qualified as constitutional require, for their reform, the vote of the two- thirds part of the total number of deputies that integrate the Congress, prior to the favorable ruling of the Court of Constitutionality. - EnglishThe Constitution will not lose its force and effect, even when its observance is interrupted by any rebellion. In case that by any public disorder [tastorno], a government contrary to the principles that it sanctions is established, as soon as the people recover their liberty, its observance will be reestablished, and in accordance with it and the laws that have been adopted [expedido] by virtue of it, those who have figured in the government emanating from the rebellion, as well as those who have cooperated with it, will be tried [juzgados].
