Status of International Law
- EnglishEveryone has the right, on the terms established by the human rights treaties, pacts and conventions ratified by the Republic, to address petitions and complaints to the intentional organs created for such purpose, in order to ask for protection of his or her human rights.
The State shall adopt, in accordance with the procedures established under this Constitution and by the law, such measures as may be necessary to enforce the decisions emanating from international organs as provided for under this article. (Art. 31) - SpanishToda persona tiene derecho, en los términos establecidos por los tratados, pactos y convenciones sobre derechos humanos ratificados por la República, a dirigir peticiones o quejas ante los órganos internacionales creados para tales fines, con el objeto de solicitar el amparo a sus derechos humanos.
El Estado adoptará, conforme a procedimientos establecidos en esta Constitución y la ley, las medidas que sean necesarias para dar cumplimiento a las decisiones emanadas de los órganos internacionales previstos en este artículo. (Art. 31)

- EnglishI. Every person, natural and legal, as well as public organs, public functions and institutions, are subject to the present Constitution.
II. The Constitution is the supreme norm of Bolivian law and enjoys supremacy before any other normative disposition. The components of constitutional law include the international Treaties and Conventions in the matter of human rights and the norms of Communitarian Law, which have been ratified by the country. The application of the legal norms shall be governed by the following hierarchy, in accordance with the authority of the territorial entities:
1. Constitution of the State.
2. International treaties.
3. National laws, statutes of the autonomies, organic charters and the other departmental, municipal and indigenous legislation.
4. Decrees, regulations and other resolutions issued by the corresponding executive organs. (Art. 410) - SpanishI. Todas las personas, naturales y jurídicas, así como los órganos públicos, funciones públicas e instituciones, se encuentran sometidos a la presente Constitución.
II. La Constitución es la norma suprema del ordenamiento jurídico boliviano y goza de primacía frente a cualquier otra disposición normativa. El bloque de constitucionalidad está integrado por los Tratados y Convenios internacionales en materia de Derechos Humanos y las normas de Derecho Comunitario, ratificados por el país. La aplicación de las normas jurídicas se regirá por la siguiente jerarquía, de acuerdo a las competencias de las entidades territoriales:
1. Constitución Política del Estado.
2. Los tratados internacionales.
3. Las leyes nacionales, los estatutos autonómicos, las cartas orgánicas y el resto de legislación departamental, municipal e indígena.
4. Los decretos, reglamentos y demás resoluciones emanadas de los órganos ejecutivos correspondientes. (Art. 410)

- EnglishThe Dominican Republic is a State member of the international community, open to cooperation and tied to the norms of international law, consequently:
1. It recognizes and applies the norms of international law, general and American, in the method in which its public powers have adopted them;
2. The norms in effect from international ratified agreements shall rule in the internal realm, once published in an official manner;
3. The international relations of the Dominican Republic are based and ruled by the affirmation and promotion of its national values and interests, respect for human rights and international law;
4. In equality of conditions with other States, the Dominican Republic accepts an international judicial system that guarantees respect of fundamental rights, peace, justice, and political, social, economic and cultural development of nations.

- EnglishThe faculty [facultad] to declare the inapplicability of the provisions of any treaty [that is] contrary to the constitutional precepts, will be exercised by the tribunals within the authority [potestad] to administer justice.
The declaration of unconstitutionality of a treaty, in a general and obligatory manner, will be made in the same form provided for [prevista] by this Constitution for the laws, decrees and regulations. - EnglishIn the United Mexican States all persons will enjoy the human rights recognized in this Constitution and in the treaties to which the Mexican State is a party, as well as the guarantees for their protection, of which [the] exercise may not be restricted or suspended, except in the cases and under the conditions that this Constitution establishes.
The norms concerning human rights will be interpreted in accordance with this Constitution and with the international treaties of the matter[,] favoring at all times to persons the greatest possible [más amplia] protection.
