It is not permitted for any entity in the state to issue regulations, decisions, or instructions that contradict the provisions of the laws and royal decrees in force, or international treaties and agreements that are considered part of the law of the land. (Art. 97)

- English1. The legal system of East Timor shall adopt the general or customary principles of international law.
2. Rules provided for in international conventions, treaties and agreements shall apply in the internal legal system of East Timor following their approval, ratification or accession by the respective competent organs and after publication in the official gazette.

(2) Slovenská republika môţe medzinárodnou zmluvou, ktorá bola ratifikovaná a vyhlásená spôsobom ustanoveným zákonom, alebo na základe takej zmluvy preniesť výkon časti svojich práv na Európske spoločenstvá a Európsku úniu.
