- EnglishAll persons, authorities and institutions are subject to the Constitution.
The judges, administrative authorities, and public servants shall directly apply constitutional standards and those provided for in international human rights instruments, as long as the latter are more favorable than those set forth in the Constitution, although the parties do not invoke them expressly.
The rights enshrined in the Constitution and international human rights instruments shall be for immediate observance and enforcement. The absence of a law or lack of knowledge about the norms cannot be alleged to justify the violation of rights and guarantees enshrined in the Constitution, to dismiss proceedings for their defense, or to refuse recognition of these rights. Status of International Law

The State has the duty to assure the dissemination and the teaching of the Constitution, of the Universal Declaration of the Rights of Man of 1948, of the African Charter of the Rights of Man and of Peoples of 1981 as well as all international instruments duly ratified and relative to the Rights of Man.
The State must integrate the rights of the human person into the programs of literacy and of teaching at the various scholarly and university levels [cycles] and in the training programs of the Defense Forces, of the Forces of Public Security and Similar [Forces].
The State must equally assure, in the national languages, by all means of mass communication, in particular by radio and television broadcasting[,] the diffusion and teaching of these same rights. (Art. 40) - French
L'Etat a le devoir d'assurer la diffusion et l'enseignement de la constitution, de la Déclaration Universelle des Droits de l 'Homme de 1948, de la Charte Africaine des Droits de l'Homme et des Peuples de 1981 ainsi que de tous les instruments internationaux dûment ratifiés et relatifs aux Droits de l'Homme.

2. Constitutional and legal principles relating to fundamental rights have to be interpreted in harmony with the Universal Declaration of Human Rights. (1) Constitutional provisions on human rights and freedoms shall be interpreted and are enforced in accordance with the Universal Declaration of Human Rights, with the conventions and other treaties to which the Republic of Moldova is a party.

- EnglishThe international engagements specified in Articles 114 to 116 must be deferred before their ratification to the Constitutional Court, either by the President of the Republic, or by the Prime Minister, or by the President of the National Assembly or by one-tenth of the Deputies, or by the President of the High Council of the Collectivities or by one-tenth of the National Councilors.
The Constitutional Court verifies, within a time of one month, if these engagements contain a clause contrary to the Constitution.
However, on the demand of the Government, if there is an urgency, this time is reduced to eight days.
In the affirmative[,] these engagements cannot be ratified.
