adopts and proclaims this Constitutional Act:
1. The Republic of Lithuania as a Member State of the European Union shall share with or confer on the European Union the competences of its state institutions in the areas provided for in the founding Treaties of the European Union and to the extent it would, together with the other Member States of the European Union, jointly meet its membership commitments in those areas, as well as enjoy membership rights.
2. The norms of European Union law shall be a constituent part of the legal system of the Republic of Lithuania. Where it concerns the founding Treaties of the European Union, the norms of the European Union law shall be applied directly, while in the event of the collision of legal norms, they shall have supremacy over the laws and other legal acts of the Republic of Lithuania.

The international commitments, provided for in Articles 106 to 108 below must be deferred, before their ratification, to the Constitutional Court, either by the President of the Republic or by the Prime Minister, or by the President of the National Assembly, or one-tenth (1/10) of the Deputies, or by the President of the Senate or one-tenth (1/10) of the Senators. The Constitutional Court verifies, within a time period of one (1) month, if these commitments contain a clause contrary to the Constitution. However, at the demand of the Government, if there is urgency, this time period is reduced to eight (8) days.
In the affirmative, these commitments may not be ratified. (Art. 87)11 - French
Les engagements internationaux, prévus aux articles 113 à 115 ci-après doivent être déférés, avant leur ratification, à la Cour constitutionnelle, soit par le président de la République, soit par le Premier ministre, soit par le président de l'Assemblée nationale, ou par un dixième des députés, soit par le Président du Sénat ou un dixième (1/10e) des sénateurs.
La Cour constitutionnelle vérifie, dans un délai d'un mois, si ces engagements comportent une clause contraire à la Constitution. Toutefois, à la demande du Gouvernement, s'il y a urgence, ce délai est ramené à huit jours.

- EnglishThe State has the duty to assure the diffusion and the teaching of the Constitution, of the Universal Declaration of the Rights of Man of 1948, of the African Charter of the Rights of Man and of Peoples of 1981 as well as of all international instruments duly ratified relative to Human Rights.
The State must integrate the rights of the human person in the programs of literacy [alphabétisation] and of teaching in the different schooling and university cycles and in all the programs of training of the armed forces, the forces of public security and similar forces.
The State must equally assure in the national languages by all means of mass communication, in particular by radio and television, the diffusion and the teaching of these same rights.
