The President and the Vice-President of the Republic acting jointly may, at any time prior to the promulgation of any law or decision of the House of Representatives, refer to the Supreme Constitutional Court for its opinion the question as to whether such law or decision or any specified provision thereof is repugnant to or inconsistent with any provision of this Constitution, otherwise than on the ground that such law or decision or any provision thereof discriminates against either of the two Communities or is repugnant to or inconsistent with the law of the European Communities or of the European Union.

The Council of State gives its opinion on the bills and proposals of law as well as on the amendments which might be proposed.
If it considers that a bill or proposal of law includes provisions which are nonconform with the Constitution, with the international treaties to which the Grand Duchy of Luxembourg is a party, with the juridical acts of the European Union or with the general principles of law [droit], it mentions it in its opinion.

Except in cases of urgency to be assessed within the limits of the law by the Grand Duke, the Council of State gives its opinion on the bills of regulations to be taken for the execution of the international laws and treaties and for the application of the juridical acts of the European Union. If it considers that the bill of regulations is not in accordance with the norms of superior law [droit], it mentions it in its opinion.

a. any treaty, agreement or convention with any country or international organisation was made or affirmed by Uganda or the Government on or after the ninth day of October, 1962, and was still in force immediately before the coming into force of this Constitution; or
b. Uganda or the Government was otherwise a party immediately before the coming into force of this Constitution to any such treaty, agreement or convention,the treaty, agreement or convention shall not be affected by the coming into force of this Constitution; and Uganda or the Government, as the case may be, shall continue to be a party to it.
