Status of International Law
- EnglishThe State has the duty to assure the diffusion and the teaching of the Constitution, of the Universal Declaration of the Rights of Man of 1948, of the African Charter of the Rights of Man and of Peoples of 1981 as well as of all international instruments duly ratified relative to Human Rights.
The State must integrate the rights of the human person in the programs of literacy [alphabétisation] and of teaching in the different schooling and university cycles and in all the programs of training of the armed forces, the forces of public security and similar forces.
The State must equally assure in the national languages by all means of mass communication, in particular by radio and television, the diffusion and the teaching of these same rights. - English(1) So far as it is possible to do so, primary legislation and subordinate legislation must be read and given effect in a way which is compatible with the Convention rights.
(2) This section—
(a) applies to primary legislation and subordinate legislation whenever enacted;
(b) does not affect the validity, continuing operation or enforcement of any incompatible primary legislation; and
(c) does not affect the validity, continuing operation or enforcement of any incompatible subordinate legislation if (disregarding any possibility of revocation) primary legislation prevents removal of the incompatibility. (Human Rights Act 1998, Sec. 3)
Status of International Law
- EnglishThe international engagements specified in Articles 114 to 116 must be deferred before their ratification to the Constitutional Court, either by the President of the Republic, or by the Prime Minister, or by the President of the National Assembly or by one-tenth of the Deputies, or by the President of the High Council of the Collectivities or by one-tenth of the National Councilors.
The Constitutional Court verifies, within a time of one month, if these engagements contain a clause contrary to the Constitution.
However, on the demand of the Government, if there is an urgency, this time is reduced to eight days.
In the affirmative[,] these engagements cannot be ratified. (Art. 90) - FrenchLes engagements internationaux prévus aux articles 114 à 116 doivent être déférés avant leur ratification à la Cour Constitutionnelle, soit par le Président de la République, soit par le Premier Ministre, soit par le Président de l'Assemblée Nationale ou par un dixième des députés, soit par le Président du Haut Conseil des Collectivités ou par un dixième des Conseillers Nationaux.
La Cour Constitutionnelle vérifie, dans un délai d'un mois, si ces engagements comportent une clause contraire à la Constitution.

- EnglishThe Republic of Paraguay, in conditions of equality with other States, admits a supranational juridical order which guarantees the enforcement of human rights, of peace, of justice, of cooperation and of development, in political, economic, social and cultural [matters].
Those decisions can only be adopted by the absolute majority of each Chamber of the Congress.
