- EnglishAll persons, authorities and institutions are subject to the Constitution.
The judges, administrative authorities, and public servants shall directly apply constitutional standards and those provided for in international human rights instruments, as long as the latter are more favorable than those set forth in the Constitution, although the parties do not invoke them expressly.
The rights enshrined in the Constitution and international human rights instruments shall be for immediate observance and enforcement. The absence of a law or lack of knowledge about the norms cannot be alleged to justify the violation of rights and guarantees enshrined in the Constitution, to dismiss proceedings for their defense, or to refuse recognition of these rights. Las juezas y jueces, autoridades administrativas y servidoras y servidores públicos, aplicarán directamente las normas constitucionales y las previstas en los instrumentos internacionales de derechos humanos siempre que sean más favorables a las establecidas en la Constitución, aunque las partes no las invoquen expresamente.
Los derechos consagrados en la Constitución y los instrumentos internacionales de derechos humanos serán de inmediato cumplimiento y aplicación. The Council of State gives its opinion on the bills and proposals of law as well as on the amendments which might be proposed.
If it considers that a bill or proposal of law includes provisions which are nonconform with the Constitution, with the international treaties to which the Grand Duchy of Luxembourg is a party, with the juridical acts of the European Union or with the general principles of law [droit], it mentions it in its opinion.

Except in cases of urgency to be assessed within the limits of the law by the Grand Duke, the Council of State gives its opinion on the bills of regulations to be taken for the execution of the international laws and treaties and for the application of the juridical acts of the European Union. If it considers that the bill of regulations is not in accordance with the norms of superior law [droit], it mentions it in its opinion.

Le Conseil d’État donne son avis sur les projets de loi et les propositions de loi ainsi que sur les amendements qui pourraient y être proposés.

Treaties and agreements which entail any expenditures to the Treasury of the State or affect the public or private rights of Jordanians shall not be valid unless approved by the Parliament; and in no case shall the secret terms in a treaty or agreement be contrary to the overt terms.
