"Law" means any law for the time being in force in Samoa; and includes this Constitution, any Act of Parliament and any proclamation, regulation, order, by-law or other act of authority made thereunder, the English common law and equity for the time being in so far as they are not excluded by any other law in force in Samoa, and any custom or usage which has acquired the force of law in Samoa or any part thereof under the provisions of any Act or under a judgement of a Court of competent jurisdiction:

- English(1) The state shall promote the positive traditions and cultural practices of the Somali people, whilst striving to eliminate from the community customs and emerging practices which negatively impact the unity, civilization and wellbeing of society.

(2) Except in relation to any act that is done under a valid law which accords with traditional standards, values and practices, any act that is done under a valid law but that in the particular case —
(a) is harsh or oppressive; or
(b) is not reasonable in the circumstances; or
(c) is otherwise not reasonably justifiable in a democratic society having a proper respect for human rights and dignity, is an unlawful act.
(3) The burden of showing that subsection (2) applies in respect of an act is on the party claiming that it does apply.
(4) Nothing in this section affects the operation of any other law under which an act may be held to be unlawful. (Sec. 12)

The administration of justice guarantees the principle of legality; it protects [protege] and protects [tutela] the human rights, and guarantees the access to justice through the application of the law in the matters and processes of its competence.
The administration of justice recognizes citizen participation through the traditional leaders of the original Peoples of the Caribbean Coast and the Judicial Facilitators [Facilitadores Judiciales] in all the country, as alternative methods of access to justice and alternative resolution of conflicts, all in accordance with the law.

1 No person may cover their face in public spaces or in places that are accessible to the public or where services are offered to anyone wishing to partake of them; the ban does not apply to places of worship.
2 No person may force another person to cover their face on the grounds of their sex.
3 The law shall provide for exceptions. These may only be justified on the grounds of health, safety, weather conditions or local custom. (Art. 10a) - French
