Obligations of the State
- English(1) This Chapter3 binds the legislative, executive and judicial branches of government at all levels, and every person performing the functions of any public office.
(2) The State and every person holding public office must respect, protect, promote and fulfil the rights and freedoms recognised in this Chapter.

- EnglishThe State has the duty to assure the translation and diffusion in national languages of the Constitution, as well as of the texts relative to human rights and to the fundamental freedoms.
It guarantees the teaching of the Constitution, of human rights and of civic education at all levels of training. (Art. 43) - FrenchL’État a le devoir d’assurer la traduction et la diffusion en langues nationales de la Constitution, ainsi que des textes relatifs aux droits humains et aux libertés fondamentales.

The State shall be obliged to take all measures available to it to create the internal and international order necessary for full exercise of the rights and freedoms of citizens of the Republic of Belarus provided for in the Constitution.
State bodies, officials and other persons entrusted with the performance of public functions shall, within the limits of their competence, take the measures necessary for the exercise and protection of the rights and freedoms of the individual.
These bodies and individuals are responsible for acts that violate individual rights and freedoms. (Art. 59) - Belarusian
Дзяржава абавязана прымаць усе даступныя ёй меры дзеля стварэння ўнутранага і міжнароднага парадку, неабходнага для поўнага ажыццяўлення правоў і свабод грамадзян Рэспублікі Беларусь, прадугледжаных Канстытуцыяй.
Дзяржаўныя органы, службовыя і іншыя асобы, якім даверана выкананне дзяржаўных функцый, абавязаны ў межах сваёй кампетэнцыі прымаць неабходныя меры для ажыццяўлення і абароны правоў і свабод асобы.

Государство обязано принимать все доступные ему меры для создания внутреннего и международного порядка, необходимого для полного осуществления прав и свобод граждан Республики Беларусь, предусмотренных Конституцией.
Государственные органы, должностные и иные лица, которым доверено исполнение государственных функций, обязаны в пределах своей компетенции принимать необходимые меры для осуществления и защиты прав и свобод личности.
Эти органы и лица несут ответственность за действия, нарушающие права и свободы личности. (Статья 59)

- English1. The State shall recognize as inviolable the rights and liberties enshrined in the Constitution and shall guarantee their protection.
2. All public authorities shall have the duty to respect and to guarantee the free exercise of rights and liberties and the fulfillment of constitutional or legal duties. (Art. 15) - Portuguese1. O Estado reconhece como invioláveis os direitos e liberdades consignados na Constituição e garante a sua protecção.
2. Todas as autoridades públicas têm o dever de respeitar e de garantir o livre exercício dos direitos e das liberdades e o cumprimento dos deveres constitucionais ou legais. (Art. 15)

- English(1) Each provision of this Part2 applies, as far as may be
(a) between individuals as well as between governmental bodies and individuals; and
(b) to and in relation to corporations and associations (other than governmental bodies) in the same way as it applies to and in relation to individuals, except where, or to the extent that, the context requires otherwise.
(2) Except in relation to any act that is done under a valid law which accords with traditional standards, values and practices, any act that is done under a valid law but that in the particular case
(a) is harsh or oppressive; or
(b) is not reasonable in the circumstances; or
(c) is otherwise not reasonably justifiable in a democratic society having a proper respect for human rights and dignity, is an unlawful act.
(3) The burden of showing that subsection (2) applies in respect of an act is on the party claiming that it does apply.
