The State shall be obliged to take all measures available to it to create the internal and international order necessary for full exercise of the rights and freedoms of citizens of the Republic of Belarus provided for in the Constitution.
State bodies, officials and other persons entrusted with the performance of public functions shall, within the limits of their competence, take the measures necessary for the exercise and protection of the rights and freedoms of the individual.
These bodies and individuals are responsible for acts that violate individual rights and freedoms. (Art. 59) - Belarusian

Государство обязано принимать все доступные ему меры для создания внутреннего и международного порядка, необходимого для полного осуществления прав и свобод граждан Республики Беларусь, предусмотренных Конституцией.
