- EnglishThe suffrage can be direct or indirect, in the conditions specified by the law. It is always universal, equal, and secret.
All the citizens of the Republic, of majority of both sexes, enjoying their civil and political rights, are electors.

- English(1) All citizens shall have the right to participate in peaceful political activity intended to influence the composition and policies of Government.
